Job Title: Associate Project Manager or Project Manager
Department: Operations (Compliance)
- Monitors LMDC programs and projects, as assigned, for compliance with HUD, State and LMDC regulations or guidelines, and budget and deliverables.
- Evaluates responsiveness of Subrecipients and/or vendors in enhancing MWBE opportunities and meeting MWBE requirements and goals.
- Provides technical assistance on HUD requirements and other mandates.
- Maintains compliance monitoring databases.
- Reviews expenses submitted by contractors/vendors and Subrecipients for accuracy, completeness, and compliance with HUD and LMDC guidelines, as assigned.
- Identifies and documents for presentation to management findings noted and recommendations to improve contract compliance and management.
- Helps monitor management’s corrective action progress.
- Performs assigned work neatly, timely and accurately.
- Conducts special projects as assigned.
Skills Required:
- Monitoring, auditing or compliance review experience is a plus
- Strong presentation, interpersonal and communication skills
- Ability to multi-task and to work well in a high-level, high-profile environment.
- Proficiency with Word, Excel, and PowerPoint
Education and Experience:
- An Associates Degree with direct project monitoring experience or a Bachelor's degree is required

Position Title: Environmental Compliance Deputy Inspector – Environmental Compliance and Coordination (LMCCC)
Department: Lower Manhattan Construction Command Center
Basic Function:
Assist the Director of Environmental Compliance with oversight of LMCCC's Environmental compliance, coordination, monitoring & communications programs, and assist in the implementation of mitigation measures to avoid and minimize adverse environmental impacts during construction. Assist Director and Environmental Compliance Inspector in the development of common methodologies to address overlapping areas of potential environmental impacts in the areas of air monitoring, noise & vibration, pedestrian and vehicular access and circulation, business and economic interests and historic and cultural resources by performing inspections of affected construction sites throughout Lower Manhattan.
Work Performed:
- Air Quality, Dust Control, Noise and Vibration inspections and compliance with Environmental Performance Commitments (EPC's).
- Provide inspection monitoring reviews, report assessment issues and enforcement of EPC's.
- Maintain high level of communication with construction personnel relative to environmental quality and air quality in particular.
- Identify specific activities through inspections that can facilitate construction and mitigate impacts of construction activities on the general public.
Skills Required:
- Strong Communication skills
- Ability to organize, prioritize, and evaluate work
- Knowledge of public infrastructure construction
- Knowledge and experience in environmental law and regulations including Federal, State and Local requirements
- Ability to communicate with others and to assimilate and understand information in a manner consistent with essential job functions
- Ability to make suggestions to help facilitate and mitigate environmental concerns in a manner with essential job functions
Education and Experience:
- An Associate's or Bachelor's Degree from an accredited university
- One to three years experience in construction, government, environmental programs, or regulatory inspections
- Some experience or knowledge with Federal, State and Local development or regulatory agencies
Approximate Hiring Salary: $30,000 - $40,000
