Job Title: Director of External Affairs and Project Manager
Department: Operations
Work to be Performed:
- Administers assigned grant programs in consultation with senior management
- Participates in developing strategies for successful grant program implementation
- Assists in the preparation and release of related Partial Action Plan Amendments, RFP’s or RFQ’s, Subrecipient Agreements, and consulting contracts
- Develops and manages assigned agreements with consultants, subrecipients, and vendors
- Contract management responsibilities include evaluating project budgets, schedules, procurements, and expenses submitted by for accuracy, completeness, and compliance with HUD and LMDC guidelines
- Serves as a liaison to elected officials and government agencies
- Coordinates community outreach necessary to inform the Lower Manhattan community elected officials, government agencies and other key constituencies about LMDC’s efforts and initiatives
- Develops and maintains community events calendar for promotion of initiatives
- Assists in preparation and publication of program-related public statements, solicitations for comment, public meeting and hearing notices, talking points, presentations, and other outreach material
- Attends relevant meetings representing LMDC to foster communication with elected officials, government agencies, city, state, advisory council, community, and business partners
- Coordinates LMDC's involvement and staff efforts associated with public hearings, community board meetings, and other public events
- Ensures that elected officials, government agencies and Community Boards 1, 2 and 3 are consulted, when appropriate, and serves as their primary LMDC contact
- Presents progress reports to senior management and staff as requested
- Assists the Press Secretary with ensuring that the LMDC website effectively informs the public of LMDC initiatives
- Performs other tasks as directed by the Department Head or Senior Staff
Skills Required:
- Minimum of 3 years community and/or government relations experience
- Project management experience
- Excellent oral communication, public speaking and writing skills
- Strong interpersonal skills
- Ability to multi-task and to work well in a high-level, high-profile environment
- Familiarity with Lower Manhattan and community development in New York
- Proficiency in Microsoft Office Suite applications
Education and Experience:
- BA or BS required; Master’s degree or equivalent preferred

Job Title: Senior Project Manager - Construction
Department: Lower Manhattan Construction Command Center (LMCCC)
Work to be Performed:
- Coordinates construction management and construction services for the deconstruction of 130 Liberty Street working with members of the LMCCC, LMDC, and appropriate State and City agencies
- Negotiates contracts and change orders in consultation with LMDC Legal and Finance Departments
- Reviews constructability, budget, schedule, engineering, and construction issues
- Assists in developing, managing, and monitoring assigned project contracts, timelines and work schedules while ensuring efforts are effectively and efficiently coordinated
- Monitors project safety and evaluates effectiveness of project safety programs

Job Title: Senior Project Manager – City Operations

Work to be Performed:
- Assist with mitigating the impact of construction on the Lower Manhattan communities through the operations of LMCCC’s Construction Permit Enforcement Taskforce (CPET)
- Manage LMDC grants to City agencies
- Coordinate with LMDC, City agencies and the City’s OMB to ensure the CPET program is on budget
- Coordinate daily, weekly and monthly meetings among the various City agencies, including DOT, DOB, PD, Sanitation, Parks, TLC, CAU and others, that are members of CPET

Position Title: Environmental Compliance Deputy Inspector – Environmental Compliance and Coordination (LMCCC)
Department: Lower Manhattan Construction Command Center
Basic Function:
Assist the Director of Environmental Compliance with oversight of LMCCC's Environmental compliance, coordination, monitoring & communications programs, and assist in the implementation of mitigation measures to avoid and minimize adverse environmental impacts during construction. Assist Director and Environmental Compliance Inspector in the development of common methodologies to address overlapping areas of potential environmental impacts in the areas of air monitoring, noise & vibration, pedestrian and vehicular access and circulation, business and economic interests and historic and cultural resources by performing inspections of affected construction sites throughout Lower Manhattan.
Work Performed:
- Air Quality, Dust Control, Noise and Vibration inspections and compliance with Environmental Performance Commitments (EPC's).
- Provide inspection monitoring reviews, report assessment issues and enforcement of EPC's.
- Maintain high level of communication with construction personnel relative to environmental quality and air quality in particular.
- Identify specific activities through inspections that can facilitate construction and mitigate impacts of construction activities on the general public.
Skills Required:
